“QuanYuTong” Brings Steady Growth to Sichuan’s Foreign Trade

[Duo Bao Yu]: What's the point of the new Logistics Supervision System? Will it cause any clashes with the original logistics platform?
[Ni Zao]: This system was formed on the original decentralized logistics system. It will have a unified data back, unified log-in page, and better capabilities etc. This system is not only connected to the promotion of Chengdu Customs District's "Integration of Free Trade Zones and Ports" model, but also related to our future cooperation with Chongqing and other ports in the country in terms of integrated customs clearance. It's an integral part of the "QuanYuTong" project and will directly affect its success of failure. 06/25/2014 11:04:01
[Ni Zao]: As the integration of this system is mainly geared towards Customs, there will be very little impact on enterprises, so there will be no clashes when enterprises use the system. [Anon]: In my personal opinion, there's an issue that affects the public on a whole to do with receiving mail. Can Customs create an enquiry system linked with post office? The post office often says a package is at Customs, but actually it's not. Would the construction of such a system be part of the "QuanYuTong"? [Ni Zao]: That's a very good question, and it's actually already a part of the reform plans. The second stage of the QuanYuTong project will aim to solve this issue. [Anon]: The Customs 12360 hotline is great! Should Chengdu Customs' 12360 hotline be linked to the "QuanYuTong"? For example, when my shipment arrives at a Customs port, can 12360 also check on its status ASAP? 06/25/2014 10:50:28
[Ni Zao]: This is something we're aiming for. This is something we will consider during the second stage of the project. We will also provide a WeChat public account etc. to allow everyone to check on the status of clearance more easily. Keep watching for more information on this. 06/25/2014 11:14:26
[Anon]: Hello, Deputy Director General Ni. I have two questions I want to ask. Firstly, when will Customs begin cooperating with inspection and quarantine departments? For instance, if a shipment arrives at Luzhou Port but you want to declare at Qingbaijiang, currently enterprises still need to have it declared for inspection and released at Luzhou. When will we be able to have customs declaration and commodity inspection declaration both in Qingbaijiang and have it just released in Luzhou Port? Secondly, with regards to cross customs district cooperation, for instance you mentioned Chongqing and Shanghai, when will this go into effect? Thanks. 06/25/2014 10:40:14
[Ni Zao]: Firstly, providing a "Three Ones" service between Customs and inspection and quarantine departments is a main focus of the project this year. We are currently looking into this together with the provincial Inspection and Quarantine Bureau, and we are also looking forward to making progress with it. Secondly, we are hoping to make substantial progress with regards to integrated customs clearance cooperation with Chongqing and Shanghai by the end of the year.
