By Streamlining Administration, Delegating Power to Lower Levels and Transforming Functions, What has China Customs Transformed?
[Qiu Yueling]: In addition, according to international practice, China Customs Brokers Association will fully play its functions as an industrial association, guide customs declarers to willingly join in the Association, actively reflect the members’ appeals, effectively restrain members’ behaviors, and strengthen the management and standardization of customs declarers by self-discipline within the industry. 04/03/2014 15:18:48
[Qiu Yueling]: In a word, “delegation” does not mean we don’t conduct any management; instead, by delegation, we endeavor to achieve the organic integration among the autonomous management of enterprises as market players, the self-disciplinary management of China Customs Brokers Association as a social organization and the administrative management of Customs as a government department, properly handle the relations among the government, the market and the society, and promote the standard, healthy and orderly development of customs declaration industry. 04/03/2014 15:19:02
[Netizen: anonymous]: When a customs broker of Shanghai Customs registers its branch in Luohu Customs subordinated to Shenzhen Customs, can the registered branch conduct customs declaration with all Customs Houses subordinated to Shenzhen Customs? 04/03/2014 14:18:35
[Chen Xudong]: Yes, it can. 04/03/2014 15:19:44
[Netizen: anonymous]: In the past when a customs broker made registration, there would be at least five qualified customs declarers to be registered. Now after the relevant cancellation, if a customs broker applies for extension of the license before expiry of the valid period of two years, does it need to re-register the original customs declarers of the customs broker with the Customs and obtain certification verified and issued by Customs? 04/03/2014 14:05:38
[Chen Xudong]: If the term for making customs declaration of a customs declarer expires after March 13, the Customs system will change the valid period to a long term automatically without re-registration; but if a customs broker or its customs declarer is required to make registration, the customs broker can handle re-registration for its customs declarer when extending the registration license and the Customs will verify and issue registration certification for its customs declarer. 04/03/2014 15:20:45
[Netizen: anonymous]: Good afternoon, Ms. Anchor. When the exam was coming in 2013, GACC issued Announcement No. 54, stating cancellation of the qualification exam for customs declarers and lower the threshold for employment. This announcement made students working hard for the exam at a loss and new and old customs declarers worry about the future of their occupation. And no relevant detailed rules have been issued subsequently for a long time. So many customs declarers want to know: Is the certificate of customs declarer obtained in the past still effective? Does it still have some value? How will the industry relating to customs declarers be managed in the future? February 9, 2014 12:58:38
[Qiu Yueling]: I have answered this question previously, but I would like to explain it again for you. After cancellation of the relevant qualification exam, though the Customs will not review your customs declarer certificate any more, the relatively complete expertise on customs declaration you have learnt and acquired during the process for obtaining the certificate will be an important condition a customs broker will consider when it recruits customs declarers. So in the competitive market, you have an obvious advantage. 04/03/2014 15:21:32
[Netizen: Xing He Ru Zhi]: In recent years, the Customs has done a lot of work to facilitate the construction of unified enforcement and indeed made substantial improvements. I hope that relevant efforts would be continuously strengthened in this regard. 04/03/2014 10:16:45
[Chen Xudong]: Hello! It is a long-term task for the Customs to steadily push forward the construction of unified enforcement. Adhering to the idea of combining the long-term and short-term objectives, the Customs has addressed 8 issues arising from non-unified enforcement in 2012, and then in 2013, it focused on and solved 12 issues related to the unified enforcement of the Customs that imposed great influence and aroused much concern and reaction from the society. In addition, the Customs has established and improve relevant mechanisms and supporting systems, including administrative interpretation system, customs service standardization system and collaboration mechanism for regional customs enforcement. Next, we will, based on the comprehensive deepening of the customs reform, devote greater efforts in this regard; combine the addressing to prominent problems with improvement in supporting systems; establish and perfect the discovery, settlement and feedback mechanisms for problems concerning non-unified enforcement; and meanwhile, instruct and urge the Customs Districts directly under GACC to solve their own problems related to non-unified enforcement well, and on such a basis, promote the development of a long-term mechanism that guarantees the unified enforcement of the Customs. 04/03/2014 15:22:57
