[Chen Xudong]: Thanks for your concern about the Customs’ work. As to more regulation on the Customs’ right of discretion, it is one of the important supporting measures taken by the Customs to streamline administration, delegate more power to lower levels and transform government functions. First of all, we have found out the bottom line of the Customs’ right of discretion, clarified relevant principles and standards, and developed implementation schemes and management methods to standardize such discretion. Secondly, we are studying and developing the standard measures for discretion related to key enforcement areas, such as commodity classification, unit consumption management and administrative penalty. 04/03/2014 15:23:50

[Chen Xudong]: Ms. Qiu has answered this question just now. The national uniform qualification exam for customs declarers will be cancelled from 2014 onwards. The Customs will no longer set any threshold in this regard, and the customs declarers will be selected and employed by customs brokers on their own. [Chen Xudong]: The GACC will no longer develop detailed rules and regulations concerning Decree No.221, but the customs districts directly under the GACC may formulate their own internal operating rules according to the actual situations in their customs districts.
