1. China and Russia
Recent years have seen rapid development of bilateral relations and frequent exchange of visits at ministerial level.
--March 26, 2007
With the witness of the leaders of the two countries, Mr. Sheng Guangzu, Minister ( Former Vice Minster) of the General Administration of Customs of the People’s Republic of China ((hereinafter referred to as GAC) signed with Andrey Belyaninov,Head of Federal Customs Service of Russia (hereinafter referred to as FCSR), the Protocol between the General Administration of Customs of the People’s Republic of China and the Federal Customs Service of Russian Federation on the Implementation of the Pilot Project on Information Exchanging in Bilateral Trade. The signing of the protocol is one of the ten results of President Hu Jintao’s visit to Russia that year.

Minister Sheng Guangzu, as one of the members of the delegation headed by Chinese Vice Premier, Wang Qishan, attended the thirteenth meeting of Sino-Russian Prime Ministers' regular meeting committee and held talks with his counterpart, Andrey Belyaninov, Head of FCSR.

Andrey Belyaninov, Head of FCSR together with Igor Zavrazhnov, Deputy Head of FCSR and 3 other entourage visited China Customs.

Minister Sheng Guangzu visited FCSR. During his visit, Minister Sheng and Konstantin Chaik, Deputy Head of FSCR jointly signed Protocol of “Agreement between Government of the People’s Republic of China and Government of Russia Federation on establishing a Mechanism and Organization Principle of China-Russia Premier Regular Meeting” on June 27 of 1997 , with the witness of President Hu Jintao and President Medvedev of Russia Federation. The signing of this protocol symbolizes the establishment of the Customs Cooperation Sub-committee and is of great importance to bilateral Customs cooperation.
--September 7-8, 2009
The first meeting of China-Russia Customs Cooperation Sub-committee was held in Beijing. During the meeting, the parties decided on the organizational structure and the working mechanism of the committee, approved the China-Russia Customs Cooperation Sub-committee Regulations and reached the consensus that three working groups shall be established, i.e. the working group on Customs control, the working group on statistics compilation and the working group on enforcement cooperation.
--October 13, 2009
The thirteenth session of Sino-Russian Prime Ministers' regular meeting committee was held. During the meeting, the Memorandum of Understanding between the General Administration of China Customs and the Russian Federal Customs Service on the Cooperation of the Standardization of the Clearance Control Order was signed by the two sides to tackle the problem of “grey Customs clearance”.
The major aspects of current China-Russia Customs cooperation include:
(1) regulating trade order and carry out the pilot projects on information exchange;
(2) enhancing enforcement cooperation;
(3) strengthening cooperation on statistics compilation.
2. China and Kazakhstan
In October, 2008, witnessed by the Premiers of both countries, heads of the Customs administrations of China and Kazakhstan jointly signed the Cooperation Plan 2009-2011 between the General Administration of Customs of the People’s Republic of China and the Customs Control Committee of Ministry of Finance of Republic of Kazakhstan, further enhancing the cooperation and exchange between the two sides in various fields. The both sides established an annual regular mechanism on exchange of visits at ministerial level which attributes to the frequent exchanges in 2008.

A delegation headed by the chairman of Customs Control Committee of Kazakhstan visited China and made a field evaluation of the Shenzhen-Hong Kong joint Customs control program.
--April 10-11, 2008
The Chairman of Customs Control Committee visited China, as a member of the high-level delegation headed by the Prime Minister of Kazakhstan.
--October 28-31, 2008
Minister Sheng Guangzu of GAC, as a member of the delegation headed by Premier Wen Jiabao, attended the seventh prime ministers' meeting of the Shanghai Cooperation Organization (SCO) and visited the Customs Control Committee of Kazakhstan at the invitation of his counterpart.
--October 13-14, 2009
The chairman of Kazakhstan Customs Control Committee visited China to attend the eighth prime ministers' meeting of the Shanghai Cooperation Organization (SCO), as a member of the high-level delegation headed by the Prime Minister.
Moreover, the both sides have established a relatively comprehensive cooperative mechanism for border Customs under which various bilateral activities such as the meeting for the Heads of the border Customs will be held periodically.
3. China and Turkmenistan
In recent years, Customs administrations of China and Turkmenistan cooperated with each other mainly under the framework of Customs Cooperation Committee (CCC) of Central Asia Regional Economic Cooperation (CAREC).As Turkmenistan is one of the major suppliers for China’s West-East natural gas transmission project, Customs administrations of the two countries worked closely together and provide quality and convenient services to ensure a speedy clearance for the energy.
4. China and Uzbekistan
On March 25, 2005, the two sides signed the Agreement Between The Government of the People’s Republic Of China and the Government of the Republic of Uzbekistan Regarding Cooperation and Mutual Assistance in Customs Matters.
5. China and Kyrgyzstan
In September 2004, when Chinese Premier Wen Jiabao visited Kyrgyzstan, the two sides signed the Protocol of Trade Statistics Exchange between the General Administration of Customs of the People’s Republic of China and the State Customs Committee of the Kyrgyzstan Republic under which several rounds of expert meetings were held.
6. China and Mongolia
--September 2005
A delegation headed by Mr. Gong Zheng, then Vice Minister of GAC visited Mongolia. The two sides agreed to implement the project on joint Customs control at border areas.
--January 2006
A delegation headed by the Vice Minister of Customs General Administration of Mongolia visited China.
--June 2007
The Minister of Customs General Administration of Mongolia visited China and made a field trip to the control points of Tianjin New Port Custom House.
In April 2006, the First Working Group Meeting of Joint Customs Control across Border between China and Mongolia was held in Hohhot, China; the second meeting was held in Ulan Bator, Mongolian in July, 2007; and the third was held in November in Beijing this year.
7. China and Tajikistan
In recent years, China-Tajikistan Customs cooperation has been developed mainly under the framework of the Shanghai Cooperation Organization (SCO) and Customs Cooperation Committee (CCC) of Central Asia Regional Economic Cooperation (CAREC).
From July 28 to 31, 2009, at the invitation of GAC, a Tajikistan delegation visited China. The two sides held a meeting on port management during which the issues of port construction, clearance efficiency improvement and cooperative mechanism establishment were deliberated over.
8. Cooperation in Capacity Building
It has been over ten years since we first started the training cooperation with the Customs administrations in Central Asia. By September 2009, there are all together 145 Customs officers from 8 Central Asia Countries who have undertaken the training courses. These training courses on capacity building, not only accelerated the development of the friendly relations between China Customs and Central Asia Customs Administrations, but also strengthened the mutual understanding and exchange among Customs from different regions; on the other hand, they also help make known to the international Customs community the remarkable progresses and experiences China Customs have made and gained in policy making and the modernization drive, greatly expanding China Customs’ influence.
