Shanghai Customs Pilots “Two-Phase Access” for Foreign-Trade Growth

On October 22, Shanghai Customs cleared an import of kiwi fruits in the new mode of “Two-Phase Access” at Waigaoqiao Port. On the “International Trade Single Window” platform, the importer selected the “Transfer Inspection” function under the “Two-Phase Access” mode and, after the system processing, it went through the transfer inspection at a designated checkpoint outside the port and got the certificate of inspection/quarantine on the same day.     

 

According to Waigaoqiao Port Customs House, the new mode of “Two-Phase Access” means to control import goods by two phases of “entry inspection” and “marketing inspection” respectively, thus speeding up the port clearance. In this control mode, import goods can be first inspected on entry and then be transited out of the port for inspection on their marketing, so as to reduce the overstock at port, expedite clearance process and save business cost.   

 

During the “Two-Phase Access” piloting, Shanghai Customs provides advance services for importers in order to optimize the conditional pickup of goods, transfer inspection, combined inspection at both port and destination, etc. In the next step, the Customs will gradually expand the scope of the new mode and further reduce the clearance time to promote foreign-trade facilitation and growth.
