Shenzhen Customs Takes 31 Measures to Optimize Business Environment and Facilitate Cross-Border Trade

Under the GACC deployment, Shenzhen Customs District is carrying out a 4-month-long specific project with 31 reformative measures in order to optimize business environment and facilitate cross-border trading.


In the light of international first-class standards set out in World Bank report of Doing Business 2020, Shenzhen Customs targeted its own problems, shortcomings and rolled out 31 reformative measures covering the key indicators such as documentary compliance time, border compliance time and border compliance cost, which include not only GACC-stipulated actions but also self-selected actions in line with Shenzhen’s reality.

 

In regard to documentary compliance time, Shenzhen Customs promoted the advance declaration by making online re-check of declaration errors on the “internet+customs” platform: up to now, the online re-check has reached more than 3,600 declaration forms with errors. As per port conditions and enterprise requirements, the Customs piloted “direct pickup at the shipside” for import goods and “direct loading on arrival” for export goods: recently, a consignment of Chilean cherries were directly picked up at the shipside, showing a sharp increase in clearance efficiency. Meanwhile, as a self-selected action, the Customs facilitated the health quarantine on inward/outward ships, i.e.: in the absence of epidemic diseases, a ship at low risk and with complete quarantine certificates would be released inward/outward immediately.  

 

In regard to border compliance time, Shenzhen Customs expanded the pilot “two-step declaration” mode to all subordinate sea ports and land ports; it has achieved central video check on all freight inspections, enhancing the clearance efficiency; it also self-developed its mobile service application in connection with the government’s “i-Shenzhen” platform to enable the passenger information inquiry, dynamic clearance status inquiry, mobile e-port transactions, reservation for field clearance, and so on.

 

In regard to border compliance cost, Shenzhen Customs standardized the charges on quarantine procedures including fumigation and sterilization. Additionally, the Customs assigned special personnel to interpreting clearance procedures and regulations for cross-border trade facilitation, with “one-on-one” guidance provided for typical enterprises; it also collaborated with relevant administrations such as Shenzhen Port Management Office in formulating specific measures to optimize local business environment in 2020.
