If an incoming or outgoing passenger fails to make customs declaration as required, evades customs supervision, and carries the goods or articles that are state-prohibited or restricted or taxable in entry or exit, the Customs will impose penalty on the passenger in accordance with the Customs Law of the People's Republic of China and the Regulations of the General Administration of Customs of the People's Republic of China on Implementing Administrative Penalties.
